Jose Mourinho was angry despite Manchester United easy sail into the next round of the European League win over St Etienne.
Manchester United will face the Blues at home in a head to head quarter-final on Monday March 13.
The game will take place just 72 hours before the second leg of the EU league last 16 and United might travel far depending on who they group them with in this coming Friday draw.
Last season Pep Guardiola fielded a not so strong team in the FA Cup game against Chelsea because the Champions League game was close and saw it side thrashed 5-1.
Mourinho insists he won’t follow Guardiola’s pattern but the FA planners have re-scheduled the showdown before waiting to discover the outcome of the European League.
He said: “I feel really surprised that the decision is made before our draw in Europe because at this moment nobody knows where we play, where the first and second matches are.
“Imagine if we play Chelsea on the Monday and go to the match in Europe in Russia, Turkey or Greece?
“I think once more the interests are going in front of the clubs and English football’s interests, and nobody cares about it.
“I cannot play against Chelsea with a second team, I cannot play against Chelsea with the U21s like Manchester City did last year.
“I cannot do that. We are Manchester United. I don’t do that as Manchester United manager. I don’t do that to the FA Cup because the FA Cup is not guilty of these decisions.
“The FA Cup is beautiful, the competition is historical. I have to treat Manchester United supporters and the FA Cup in the right way.
“I cannot go there with U21s. Probably they would deserve it (the FA) but I don’t do that. So what is going to happen is an accumulation of matches. People playing a lot of matches.
“I have to make some rotation but some of the boys will have to play in all these consecutive matches.”
Mourinho was left in disarray after Henrikh Mkhitaryan and Michael Carrick both got injured and both are expected to miss the game against Southampton.
Mourinho added: “I don’t think he (Mkhitaryan) will be fit. I think him and Michael are both out. This is based on my experience and not medical knowledge and tests that we have to do.
“I think no chance. A calf and hamstring, even if it is minor damage, I still think they’ll be out.”
